Why do Real Estate agents waste their money on repulsive sites like this?

Are they duped by questionable 'designers' or are they hiring (also questionable) 'designers' who don't push back when the client throws crappy ideas over the fence?
Maybe the site works ?!???!? - Not for me.
I wish I was a designer. Then I'd mock up a version of their site that does not repel me. like the folks at 37signals [1] [2][3][4]used to do.
